François Perrin (Pierre Richard) is living a good life in Rio de Janeiro with his girlfriend Christine. Captain Cambrai, member of the secret services investigates at the same time on the death of Milan an agent of the services. He suspects the colonel Toulouse to be responsible and will therefore try to expose his rival. He will seek the assistance of the new minister of defense, who, freshly arriving from the ministry of agriculture lacks of experience regarding spying intrigues. Toulouse, trying to cover himself, sends two hitmans to get rid of François and Christine, witnesses of his crime. But all the attempts remain unsuccessful. Toulouse chooses to change his methods.
